"This victory is in honour of my child her name, because the first title I got when my first daughter her name was born was for her."
The athlete, the former major winner, had lost his past six finals, comprising in the German tournament in the past months.
Medvedev's retrieving play style and regular reactions on court had prompted some to wonder if his capacity to compete at the elite level was finished.
Yet the 29-year-old has made changes in the last few weeks, making an effort to come to the net and compete assertively, supported by an improved serving game.
Medvedev recovered from a disadvantage in the opening set against the difficult Moutet, winning 4 of the last five points to go ahead.
The competitors traded break points in the middle set before the Frenchman, bidding for his first tour victory, took control to push for a final set.
